While new laws giving the possibility to take down webs infringing on a copyright are about to be passed in quite a lot of European countries as well as in the USA. And in others, such as China or Lybia, there are still important restrictions to free internet use, this seems to be a light in darkness.
But practical constraints are still present. Regarding ground stations, their cost won't be higher than about 100€, but the satellite itself will require a non easily affordable investment. Besides, the satellite launch will require a rocket, rather than a balloon-based solution.
Nevertheless, the satellite will be built with the help of the Amateur Radio Satellite association, so it's likely not to be as expensive as what may be expected for a professional one, but anyway, a financial solution is needed. Further information can be found at Stuttgart Hackerspace web.
